A puffer on a rail in September carries one figure that sounds like a promise. Six hundred, seven fifty, eight fifty. The figure is real, it comes from a published test method, and it was produced before anybody cut a pattern. It describes thirty grams of loose plumage sitting in a cylinder in a temperature controlled room, which is a different thing from how warm you will be at a bus stop in January.
The method belongs to the International Down and Feather Bureau, and the current edition of its testing regulations carries a June 2023 date. Reading the part that produces the number narrows what the swing tag is telling you.
A cylinder, thirty grams, and a perforated plate
The apparatus is specified to the millimetre. The measuring cylinder is 288 mm across and at least 500 mm tall. The plate that settles onto the plumage is 284 mm of acrylic with 128 holes of 3 mm each, loaded to 94.25 g, which works out at a pressure of 0.149 grams per square centimetre. The plate descends, and the height is read sixty seconds after its fall slows below 0.3 metres per minute.
The filling amount is thirty grams. The regulations make the point twice, once as an equipment specification and once as an instruction in capitals telling the operator never to fill the cylinder with more or less than that. Everything the figure means rests on the fixed mass, because loft is being compared at equal weight rather than at equal volume.
Why the ounce in the unit is not in the test
Tags in English speaking markets quote cubic inches per ounce, and that unit is a survival rather than a description. The regulations record it plainly: traditionally the unit cubic inches per ounce was reported even though thirty grams was used when testing. They add that the cylinder has required thirty grams for twenty years, and that the bureau will always use thirty grams as the official statement of how much material went into a result.
So the three digit number on a coat in a shop is a conversion of a metric measurement. The practical consequence is narrow. Figures are comparable only when they came from the same cylinder, the same mass, and the same preparation, and a test report is required to name the part of the regulations it followed. Asking a brand which method produced its number is an ordinary question.
The preparation step decides the reading
Down travels compressed. Plumage that has been baled, shipped, and stuffed does not spring back to its own volume because somebody opened the bag, so the test spends far longer preparing the sample than measuring it.
Steam is the official preparation. About thirty five grams of plumage goes into a screened box forty centimetres on each side and gets loosened by hand with a wooden rod. A portable steam machine blows steam into the box for eighty seconds, in two ten second passes on each of the four screened sides, until every feather is damp to the touch. A hair dryer then dries the sample for at least two minutes. Only after that does it rest for forty eight to seventy two hours in a room held at twenty degrees Celsius and sixty five percent relative humidity before anybody reads a height off the cylinder.
The older preparation has been retired. The contents page of the current regulations lists Part 10-A, fill power with tumble dry conditioning, as a cancelled test method, and notes that steam conditioning is the official one. Plenty of published figures predate that decision, which is one reason two catalogues can disagree about the same down.
Quantity is a separate test with a separate part number
Loft says nothing about how much there is, and how much there is decides what you feel. The same regulations carry Part 17, net fill weight, a procedure run on the finished product inside the conditioned room, and that is the test that answers how many grams of plumage a garment actually holds.
Consider two coats. One holds very lofty down at a modest weight, the other more ordinary down at a generous weight. The second can easily be the warmer garment while carrying the smaller number on its tag. High loft buys a given warmth with less bulk, which is a silhouette advantage rather than a warmth advantage, and it explains why a high figure and a slim line keep appearing on the same label.

What a magazine found in thirteen sleeping bags
The distance between a label and a laboratory got a public airing in the German magazine Alpin, which ran an article titled Warm and Soft in March 2004. Olaf Perwitzschky tested thirteen sleeping bags rated for minus fifteen to minus twenty degrees, and every one measured a lower fill power than the figure claimed for it.
The useful response came from a testing laboratory rather than from a maker. In a memo dated 12 February 2010, IDFL wrote that it did not doubt the published results, having calibrated its own equipment against the instrument used in the test, and that it also believed the claimed figures might be accurate. Its explanation was preparation. Results taken after tumble dry conditioning can drift as down is processed, filled, compressed and shipped, by more than the five percent tolerance, and the drift is worst for garments and sleeping bags stored compressed for long stretches.
Take that as a shopping fact rather than a scandal. A figure measured on fully restored plumage is the honest ceiling of what that down can do. The coat in front of you spent weeks folded flat in a carton, and nobody steamed it on the way.
Giving a new coat its first week
Almost every down garment arrives flatter than it will ever be again in your ownership, and most people judge one in the first ten minutes. A short routine fixes that.
- Take it out of any compression bag or vacuum sleeve the day it arrives, and do not judge the loft that evening.
- Hang it on a broad hanger with clear air on both sides for several days, or lay it flat somewhere it will not be leaned on.
- Shake it out along the baffles once a day, which is the household version of the loosening step in the laboratory.
- After that week, lay it flat and look across the chest baffles at eye level, then do the same with a coat you already trust. The comparison tells you more than either tag.
- Ask the retailer for the fill weight in grams alongside the loft figure, and treat a shop that can supply neither as selling you a shape.
- Store it hanging or loosely folded between seasons rather than stuffed into its own pocket, since compression is what the laboratory has to undo.
The figure on the tag is worth reading, and it is worth reading for what it is. It ranks the plumage, it was produced under a procedure that steams, dries, and rests a sample for up to three days before anybody measures anything, and it stops at the point where a maker decides how much of that plumage to buy. Get the second number, give the coat its week, and the tag becomes a piece of evidence instead of a slogan.
