The swing tag said waterproof, the assistant said it too, and there was a figure printed underneath: 10,000 millimetres. Three weeks into a wet October the shoulders are damp after a twenty minute walk and the sleeve lining feels clammy. Nothing was mis-sold. The number was real. It simply answers a question nobody is asking at a crossing in the rain.
Two measurements decide whether a coat works in weather. Fashion labels print one of them, in a unit borrowed from a laboratory and stripped of the conditions that gave it meaning. The version of the same test written for working clothes keeps those conditions, and reading it changes what you reach for on a rail in autumn.
Two numbers, and only one reaches the shop floor
The first number is how hard water has to push before it comes through the fabric. The second is how hard your own moisture has to push to get out. A coat needs both to be right, because a shell that stops rain perfectly and traps everything your body produces still delivers a wet person, just by a slower route.
Only the first one gets advertised, as a figure in millimetres presented as though larger is straightforwardly better. The second rarely appears on anything sold as fashion, though it decides whether the coat is bearable on a mild damp day.
The pressure test behind the millimetre
The millimetre figure comes from a hydrostatic pressure test. A specimen is clamped, water pushes against one face under steadily increasing pressure, and the operator watches for the moment droplets appear in three separate places on the other side. The pressure at that moment is the result. The method is set out in ISO 811, revised in 2018, and it applies to any fabric meant to resist water, finished or not.
Millimetres are used because the pressure is expressed as a column of water standing on the fabric. Ten thousand millimetres means a ten metre column, and nobody meets ten metres of standing water. Rain arrives as droplets, and as pressure from a bag strap or a forearm pressed against a wet rail.
One millimetre of water column is roughly 9.8 pascals. That conversion is the key to the whole business, because the professional standard states its requirements in pascals, and the two scales are almost never printed side by side.
What the workwear classes actually demand
Protective clothing against rain in Europe is graded under EN 343, revised in 2019. It gives a garment two class numbers from one to four: water penetration resistance first, water vapour resistance second. Those classes exist because a legal duty sits behind them. Rain protection for work is regulated equipment under Regulation (EU) 2016/425, adopted on 9 March 2016, which is what forces the testing to be documented rather than claimed.
The thresholds are lower than the shop floor numbers, and the conditions attached to them are the reason.

The top class asks for about 2,039 millimetres. A high street parka advertising 10,000 is claiming roughly five times that. It is not five times the coat. The difference is that the fashion figure is measured on fresh fabric, once, with no washing, no abrasion, and no obligation to test the seams, while the classes above one require the fabric to still perform after being put through wear and cleaning. Class four adds the seams, which is where most coats leak first.
Class four only entered the standard in the 2019 revision. Before that the scale stopped at three, which tells you how recently the industry decided the top of the range needed defining at all.
The second number nobody prints
Water vapour resistance is measured on a sweating guarded hotplate, a heated plate covered with a wet membrane that stands in for skin. The fabric goes on top and the machine records how much the material slows evaporation. The result is called Ret, and lower is better.
EN 343 sorts it into four classes as well. Above 40 is class one and close to unwearable for anything active. Between 20 and 40 is class two. Between 10 and 20 is class three. Ten or below is class four, which is the range good technical shells live in. A coat can sit at the top of the waterproof scale and the bottom of this one, and it will feel exactly as unpleasant as that combination sounds.
Where a fashion raincoat quietly fails
The common failure is not the membrane giving up. It is the finish on the outer face wearing off. That finish makes water bead and roll away, and once it goes the face fabric soaks through and holds a film of water. The membrane underneath is still stopping the rain, but vapour cannot cross a saturated outer layer, so the coat starts feeling wet from the inside within an hour. Owners conclude the coat has failed, when what has failed is a surface treatment that was always going to wash out.
The other failure is structural. Seams, zip openings and pocket bags are where good fabric gets undone by ordinary construction. Taped seams cost money and add stiffness, so a coat cut for line rather than weather tends to skip them.
Reading a coat for the rain you actually get
Most people do not need class four. They need a coat matched to a commute, a school run, and a dog in the dark. Work through a rail with that in mind.
- Look for two numbers rather than one. A shell quoting only water resistance has told you half of what decides how it feels by the second mile.
- Turn the coat inside out and find a shoulder seam. If the stitching is bare, the coat is a shower garment whatever the front of the tag claims.
- Check the storm flap over the main zip. An exposed zip on the chest is the shortest path water has to the layer underneath.
- Treat any quoted millimetre figure as a fresh fabric measurement, then ask how the coat is meant to be cleaned. The finish that keeps water beading is the part that goes first.
- Prefer a lower waterproof figure with real breathability over a high one without. Standing in a downpour is rare, and walking in drizzle is most of the wet season.
- Hold the hood up and turn your head. A hood that does not follow the face is the reason a good coat still ends with a wet collar.

Decide what your worst realistic weather actually is before you shop. For most calendars it is thirty minutes of steady rain, twice a week, at walking pace with a bag on one shoulder. That target rules out both ends of the market: the unlined trench that gives up in ten minutes, and the technical shell built for a hillside that will cook you on a platform.
Then keep the coat working. Reproofing sprays restore the beading finish, and the booklet in the pocket names the one the maker tested. Doing that once a season returns more than the gap between any two numbers on a swing tag.
